Political and Administrative Organization

Constitution: In 1989 Bulgaria initiated a process of transition to democracy and a market economy. With the transition came a new constitution adopted on 13 July 1991. As a parliamentary republic under the Bulgarian constitution, the president appoints the prime minister, who is nominated by the largest parliamentary group and is responsible for forming a government. The president and vice-president are elected through direct popular vote for five-year terms. In cases of emergency, the president can exercise extraordinary powers.
The constitution establishes the legislative foundations for a parliamentary democracy, based on the principles of the separation of powers, political pluralism, free enterprise and the inviolability of private property. The significant outcome of these changes has been the considerable progress made in building democratic institutions and the promotion of civil liberties.
Legislative Branch:
The members of the unicameral National Assembly (Narodno Sobrabie) of 240 seats are elected by popular vote to serve four-year terms. While the president cannot initiate legislation, they have restricted veto power concerning parliamentary decisions. The prime minister, who is appointed by a parliamentary majority, is able to initiate legislation.
Administration: Bulgaria is divided into 28 administrative regions and regional governors are appointed by the Council of Ministers. Bulgaria's 262 municipalities constitute the basic units of the country's economic and political organization. Municipalities are headed by mayors, who are directly elected for four-year terms. Mayors are central figures as they act as the link between the executive and legislative branches of local government. They exercise full executive functions and are responsible for the functioning of the municipality, including its social and economic development. The directives of their executive functions are formulated by the Municipal Council, which is an elected local legislative body.
